Traffic Update – Libal Street Improvement Project

Village of Allouez Libal Street Improvement Project Underway

(A portion of Libal Street to close to through traffic. Access to polling locations on Election Day will remain open.)

 

For Immediate Release                                                                                                                              March 28, 2024

(Allouez, WI) Libal Street in the Village of Allouez, between Allouez Avenue and E. St. Joseph Street, will be closed to through traffic starting today (March 28). The closure will allow crews to complete sanitary sewer improvements in advance of road resurfacing work scheduled to begin in May. The closure is anticipated to last approximately one week.

Access remains open to Allouez Village Hall for early in-person voting today and tomorrow and all polling locations will remain open to cast your vote on Election Day (April 2nd). Residents are required to follow designated alternate routes to access polling locations on Election Day which are as follows:

Village Hall (1900 Libal St.): Access to Allouez Village Hall will remain open. Voters should use E. St. Joseph Street and Beaupre Street to access Village Hall from Libal Street.

Green Isle Pavilion (900 Greene Ave.): The Green Isle Pavilion will be accessible via East River Drive. The Greene Avenue/Libal Street intersection will be open for crossing.

Access to local businesses and for residents living within the corridor will also remain open.

“We’re excited to have the Libal Street project underway as the nicer weather has allowed us to get an early start,” said Village Administrator Brad Lange. “This is among the largest road improvement projects for the Village, and we understand the inconvenience it may cause businesses, residents and commuters. We ask for your patience as crews are working diligently to minimize impacts. We also encourage patrons to continue visiting these local businesses.”

The overall Libal Street Improvement Project corridor spans between WIS 172 and Kalb Avenue and has been divided into three projects. These projects include:

Utility Improvements: Currently underway through the end of May, utility improvements include the replacement and lining of various segments of the existing sanitary sewer, replacement of existing water and sanitary sewer laterals from the main to the property line (STH 172 to Allouez Ave.), and spot repair of sanitary sewer manholes, and relocation of existing fire hydrants.

This segment of Libal Street will be reconstructed, including the addition of a new sidewalk and terrace along the west side of the street between Greene Ave. to Allouez Ave. Sections of the existing sidewalk on the east side of the road will be replaced to meet current standards. All driveway aprons will also be replaced as part of this project. This section of the project will end prior to the roundabout at Allouez Ave.

Libal Street from Allouez Avenue to Kalb Avenue (Resurfacing beginning in May)
Libal Street, between Allouez Ave. and Kalb Ave., will be resurfaced to preserve and extend the road’s service life. Work will begin to the north of the roundabout at Allouez Ave. and end at Kalb Ave. In addition to resurfacing the road, new sidewalk will be installed along the east side, between Beaupre St. and Kalb Ave.

The entire project is anticipated to be completed in late October, weather permitting.
